【親族逝去時の手続きや心構え／Preparedness and Procedure at the time of family death】

2016年8月に父を、そして今年9月に母を失い、期せずして2年の間に2回の見送りをしました。

短期で両親を失ったからこそ改めて感じたのは、見送られる側、見送る側の双方にとって、然るべき準備をしておくことの大切さでした。

社会保険労務士としての視点から新たに気付いたことと併せて、当該記事にて共有させていただきます。

■永眠後の流れについて

連絡	自宅	①親族／勤務先／故人と親交ある方々へ連絡 ②通夜／告別式時の受付担当を依頼 ③弔辞、献杯のご発声依頼	バスや火葬の間に振舞う食事（精進落とし）の手配の都合上、親族だけでも火葬場まで立会う人数を確認
待機	自宅など	①遺影に用いる写真選び ②棺に入れてあげる洋服や品を選別 ③遺族代表あいさつの考案	この時くらいしか落ち着けないため、遺族代表あいさつで会葬者に故人の為人を伝えつつ、悔いなく故人を見送れるよう原稿を作ってしまいましょう
葬儀	斎場など	故人の知り得なかった貴重な情報に触れる数少ない機会なので、通夜振舞いや精進落としの場で、親交あった方々に在りし日の言動を尋ねましょう
届出	役所	まずは次の３つを真っ先に届け出ることになります ①住民票抹消届 「死亡届」提出と同時に抹消されるため届出不要の行政もあるようです ②世帯主変更届 故人が独居だった場合は届出不要（代わりに「相続人代表指定届出書」が必要） ③（年金受給者だったら）年金停止	いずれも期限がありますが、忙しくて出向く時間を作れない場合、電話で相談しましょう。年金停止に至っては、年金ダイヤル（0570-05-1165）への電話で手続きを完了してくれます。
届出	金融機関など	①通帳やキャッシュカードを探し、支店へ出向いて口座凍結および解約／名義変更に必要な手続き案内を入手 ②通帳や請求書などから水光熱／電話／インターネット／生命保険・損害保険／信販会社など各社へ連絡し、解約や契約残分の支払い方法など確認	マンション住まいの場合、管理費や修繕積立金の支払いおよび居住者登録変更手続きが必要になるため管理室に確認する

この後の相続手続きについては、遺言の有無／相続人の数／遺産の内容／税理士への依頼是非などによって異なるため割愛致します。

■いつ来るかわからない“お別れ”に対する準備について

父は2年半の闘病生活が続いたこともあり一定の整理はしてくれていましたが、母は当日まで健康で元気に過ごしていたため、身の回りの整理はおろか自宅のテーブルの上も作業中のものを広げっぱなしで逝ってしまいました。また両親に共通して悔いを残した1人として、同じような思いをしていただきたくない願いから、万が一に備え見送られる側、見送る側それぞれにしておいていただきたいことを記します。

見送られる側がすべきこと	見送る側がすべきこと
1.かしこまってでなく雑談の中でいいので、次の意思表示はしていただきたいです。 ・希望する葬儀（宗教／無宗教など） ・希望する会葬者 ・遺影に使ってほしい写真 ・家族に対する思い 2.あるに越したことはありませんが、残される家族間で争いが懸念されない限り遺言状までは求めません。しかし、次のものはまとめておいていただけると助かります。 ・通帳やキャッシュカード ・健康保険証 ・年金手帳 ・口座引落し契約先 ・納付書で支払っている契約先	雑談の中でいいので、話題に上げることができる都度、次のことは尋ねて（伝えて）ください。 ・幼少期から現在に至るまでの流れとそれぞれの思い出（アルバムを見ながらですと、なお良いです） ・ご自身が抱かれている感謝や尊敬の念（口頭では恥ずかしいのであれば手紙で） 私は両親いずれにも上記の確認も伝えることもできないままお別れとなりました。 これができていれば、より納得して見送ることができたと痛感していますし、多くの方々がわかってはいてもできないことであろうと理解できるため、敢えて挙げさせていただきました。

＜English＞

I lost my father on August 3, 2016, and my mother on September 18 this year. I recognized deeply that it is so important to prepare properly for both the person who are sent off and the person who send them off since I lost my parents in the short term.

I would like to share what I noticed through my parents death including the point of view as a Labor and Social Security Attorney.

■A flow after death

Both of them will be supplied by the funeral service. ②    Consult about funeral in detail	Ask religion or non-religion in daily conversation for smooth decision making.
Procedure	Government office	File "Death Notification Form" and "Cremation Permission Application Form"	Some of funeral services will file them instead.
Contact	Home	①    Contact relatives, workplaces, friends ②    Ask reception at funeral wake and funeral ③    Ask condolence speech and greeting speech at “Shojin-otoshi”	Confirm how many relatives and friends will take part in cremation to arrange a bus and a meal.
Waiting	Home	①    Choose photos to use for the portrait ②    Choose clothes and goods to put in a coffin together ③    Consider the chief mourner greeting	Prepare a manuscript during this time when you can settle down only to send the deceade family off without regret.
Funeral wake Funeral	Funeral hall and crematorium	Ask friends and relatives about memories and behaviors of the deceased since it is a few opportunities to touch such valuable information which you could not know.
Procedure	Government office	First of all, you have to report below ①    Notification of deletion of residence certificate ②    Notification of the change of household head ③    Pension suspension in the case of pensioner	You can complete the procedure only by calling the pension dial (0570-05-1165) in terms of pension suspension.
Procedure	Financial institution etc	①    Freeze an account and get a procedure guide for cancellation or name change at a branch office with a passbook or cash card, ②    Contact each company regarding water / electricity / gas / telephone / internet / life insurance / damage insurance / credit sales company thorough passbooks, invoices, and confirm the cancellation and payment method of the remaining contract.	If the deceased live in a multi-unit apartment building, contact the management office to confirm the payment of administrative expenses and repair reserve funds, procedures for changing resident registration, and so on.

Regarding inheritance procedures after this, I would not touch because there will be differences depending on each family.

■About the preparation for "farewell" that you cannot forecast

I describe what I would like both the person who are sent off and the person who send them off to do since I have not been convinced not to send parents off without regrets.

1. Display the following intention in casual conversation. ・Hope for funeral ・People whom you want to come ・Photos for portrait ・Thoughts for family 2. It should be helpful if you put together the following items. ・Passbook and cash-card ・Health insurance card ・Pension handbook ・Invoices of account withdrawal or payment notice	Every time you can raise it to a topic, ask the next thing ・Memory and feeling for the moment from childhood to present（much better looking album） ・Express thanks and respects you feel directly or by letters I could be convinced to send parents off, if I could have done above. I suggest to keep those in your mind since I understand that it’s not easy to do above even if you know it important.
